I would like to unload LADY AND THE MONSTER (1944) the first version of the novel DONOVAN'S BRAIN with Erich Von Stroheim in the mad scientist role. Can someone tell me if it's in public domain?

Exactly. Lack of a proper notice on US films before 1978 means it's PD, no matter what the registration might say. The USCO doesn't check whether renewals are valid or not, since some of their funding has been sent to Afghanistan.

So if you cut out the part of the movie which shows the copyright, is it then PD?

If the copyright was not renewed it is still in the public domain from 1944; no need to cut out anything.

Can I ask where you got this info? I've checked out places like http://cocatalog.loc.gov/ but that only goes to 1978.

I'd love to find a good source for this info in general.
